So I am looking at a forged BCM lower or a Billet C3 Defense lower. I am buying the lower half and not building a stripped lower w/ parts.

So is there a durability difference between the two material and will I have issue mating up a billet lower w/ a Non billet upper?

I don't think so with either question, I have some mil spec forged lowers that are 20 years old and still work just fine, the machine work matters more about fitting, most fit. DPMS can be very tight so that I have to drive the pins in instead of push the pins in.
