commercial vs milspec

Hi , I was wondering if anyone knows the difference in a commercial and a milspec car buffer tube . I'm looking for a 4 position stock for a old colt sp . And I found a 6 position stock that offered a milspec / commercial option . Also anyone know were I might be able to find a 4 position stock . I found one from a company in texas , that sells low quality stuff , they want $29.00

Mil spec tubes are 1.14" dia, commercial 1.17" dia, A commercial stock on a mil tube will rattle, a mil stock will not fit on a commercial tube.
