It's a Colt HBAR Match Target Competition with a Leupold Mark 4, PRS stock and some other goodies.

I recently made it home to NC for a visit (took the girlfriend home to meet the family for the first time), and got some things done while I was there. Picked up a new chest rig, new bugout/deployment bag (and hoping I will not find myself in a deployable job again any time soon), and got my soon-to-be SBR'd lower done. I wont be picking up my 10.5 upper until the paperwork comes back.
Eberlestock Gunslinger II, complete with (almost full) 3-day bugout kit inside. With the lower part of the scabbard extended it almost completely swallows my M4-profile 16" AR. It will eat almost an entire 10.5" shorty with the scabbard folded in. I love it.
The newly-completed lower. The MOE stock is a placeholder, as I just replaced it on my 16" with an ACS. Standard DPMS LPK, Magpul MOE extended trigger guard and ASAP sling plate. Eventually the trigger will be upgraded, and the stock replaced with an ACS or LMT SOPMOD.
Finally, my new lower with the new chest rig. All the pouches are tactical tailor, except for the multicam medical pouch on the far right and the left hand mag/tool pouch, which is 5.11. It was an afterthought, as I had it laying around.
Sorry for the blurry pics. My Canon point-and-shoot is down, so Im stuck with the camera on my phone until I can get it up and running.

I have not seen too many of those, that is why I did not recognize it. Yeah, time to freefloat that sucker. Take a look at the Daniel Omega rails - I love the one on my carbine, and they are supposed to be easy to set up (mine was installed by the same guy that does all the work I need on my ARs and Glock).

The UBR looks good on the 20"! Is that the MI SS15 handguard and a set of MBUS? What are the scope and mount?

Yes, it is the SS-15 and MBUS. The scope is a Leupold Mark AR (3-9x40) in Larue LT-104. Scope is relatively inexpensive, around $300 on Midway, but works well for me.
