They do that so the person can never fight to get any backpay, once he/she is fired. Generally it's a GOOD sign that an officer will eventually be cleared in my agency, when they are suspended without pay (less serious offenses like certain policy violations). Once they are reinstated, they almost always then receive 100% of lost wages. If it's a fire-able offense, the officer usually keeps their pay until termination.

It all depends on their rules/regulations when it comes to suspensions. Where I work we need to be suspended for at least 30 days with pay before we are suspended without pay.

We're talking about an agency that let's officers, even at the academy stage, opt out of certain uniform requirements if their massive natty dreads will be adversely affected. Seriously. Watched it at FLETC.
