Bushing in .223 primer pocket.

I bought 1K of mixed head stamped brass, and some of them have a bushing in the primer pocket.

If I don't bevel the bushing, the primer won't go in.

My question, is this military brass, and why the bushing?

That is the military brass primer crimp.
It needs to be removed before being reloaded.
They sell a tool that does this quite effectively.
