Employee turnover.

Can someone explain why a Fortune 500 company that uses Contract labor to preform some of the work would put with a Contractor whose average employee employment span is about one month. I would be embarrassed

Because of cheap labor. They most likely don't want to pay employee benefits, 401k, insurance, etc. All the big companies these days are doing it. I worked for the biggest computer company, or at least one of the biggest, begins with an "I" and ends with an "M", i won't say which, for years. They used every contract company out there and offshore most of the American jobs overseas now cause it saves them money. That is the bottom line. Even the small private company I work for now has high employee turnover. Not that they contract out or offshore, but because they don't give a rats butt about employees. The owner's view is you are damn lucky to have a job. And if he or any of the management doesn't like you, out the door you go. There are plenty of people in this economy to fill your job just waiting in line. I work in IT and I'm constantly turning off people's ID's so they can't log in 5 minutes before they are about to be canned. Unless the economy changes, this is how it is and I don't see it changing. Too many people looking for work.

I understand that, but there are contractors out there who treat their people better and would have far less turnover

Because the greedy fat-cats don't allow union work. They keep all the money!

I'm gonna bet the contractors that treat their people better probably cost more.

Unless the work is incredibly basic (no learning curve), I don't see how you could function with a staff of almost all noobs.

With low-level unskilled labor, a higher rate of turnover saves a lot of money by eliminating vacations, holidays, training, and other benefits which would increase costs, reduce profits, and encourage just moving the whole business overseas.
Some jobs don't require much experience, and anybody can be hired as needed..

Okie, think about the last cleaning place you worked. Think about how they treated everyone. How much they inflated their experience to those who hired them.

Happens all the time. X job done for X amount of money. Occasionally somebody will bother to look at the job done against what it costs and go with higher priced labor to get the job done to their satisfaction. Not often though.

It is custodial work, a trained monkey could do it

Call me an idiot if you want, and I know this goes against the grain, but if I had a company and used contract labor I would shell out a few more bucks and get a company that would treat their people good. But I wouldn't use contract labor I would hire full time employees
