First, I am NOT recoil sensitive...I am a retired LEO, and my carry piece is a G23. I have shot 180 gr. to 135 gr. and I can't tell a nickle's difference in them. My sister had picked the gun she wants for her CHL, a Ruger P94 in 40 S&W. She NEEDS a lighter recoiling load....Any recommendations???

I use and enjoy a Glock 22RTF. I find it shoots well w/ just about any bullet weight. I have found I enjoy the Win. 165 gr. FMJ load a little more than any of the other commonly offered loads. I do think i is a very comfortable load to fire, even in extended sessions. Of course that is just my perception. Recoil is not just the physical "kick" but also the consequences of muzzle blast, flash, etc. I use both ear plugs and ear muffs which serve to greatly reduce any fatigue from such effects.
I have found the Federal 135gr. HST to be rather light in terms of recoil. Product code is XM40HA & it can often be found at Walmart for about $22 for a box of 50. Note that It does not say HST anywhere on the package (just "jacketed hollow point), but it is a HST bullet with a brass case. Tests I've seen online have it performing at about 1150fps (4" barrel) & 10" penetration through 4-layers of denim with consistently high expansion.

Maybe take a look at the Speer Gold Dot #23974. Its their short barrel load and uses a 180gr bullet going around 975fps out of 4" barrel. This round should have less snap and more of a push for recoil. Plus the gold dot is an excellent bullet and you will be sure to get plenty of penetration with the 180gr bullet. The Hornady 180gr TAP CQ I would look at also. It uses a 180gr bullet @ 950fps in a 4" barrel.(Will more than likely chrono in the low 900fps)
Agree with the above post. You did not mention if your sister needed ammo for practice or carry. Some of the advice provided pertains to practice ammo but for personal protection I'd recommend the gold dot short barrel.
I know normally heaver bullets mean more recoil.
But velocity has a lot to do with it as well.
I've shot a lot of manufacturer bullets in 135/155/165/180 weights
and find Speer GDHP Short Barrel 180 gr one of the softest to me.
