Depends on what you are tring to do. Heavier bullets in the 06 are best done with slower powders like 4350 & slower. For lighter bullets, anythng in the RL15 burn range will yield good results. VV150 is a really good performer in both w/ 150-168gr bullets. Any of those three will do fine, but you aren't getting the most out of th larger 06 case using 4895, but it's always accurate in both calibers.

IMR 4895 up to 175 gr bullet works great

If you HAD to use one powder I would go with H-4895 of those choices. As was mentioned, bullet weight comes into play. You could use one of the 4350's for most 30-06 loading & H-4895 for most 308 loadings. Check the free Hodgdon site for data with their powders.

IMR-4064 works very well and it is difficult to get a "bad" (inaccurate) load with it in 308 and 30-06.

For bullet weights of 168 - 175 gr, and distances out to 600 yds, you might want to try AA 2520 in .308.
I found that 42 gr of 2520, with the Sierra 175 gr match bullet gave excellent 600yd accuracy @ Camp Perry.
I used 41.5 gr 2520 and 168 gr Sierra match bullets for my 200 - 300 yd loads.
All above with Fed LR primers and LC cases.
AA 2520 meters through Dillon measures like water.
For ranges over 600 Yds. I suggest 4064 and weigh each load.

I've had some real good results from IMR3031 with Speer 165 gr BT SPITZER especially from my Rem 742 30'06, its gas operated, the faster burn powder allows the pressure to drop off for reliable ejections.
