You didn't specify caliber? Plenty of good .22s out there, but I will just guess you mean something larger. $500 is right on the cusp of "sometimes you can find them on sale" territory.

A few "plain" 1911's come in under that number
those are just a few options off the top.
you are going to have to narrow it down by purpose and desired caliber or this thread will look like the Sunday Times.

I counted ten or eleven handguns just on the first page that were listed at 500 or less that I suspect could all be put in service and be more than adequate http://glocktalk.com/classifieds/showcat.php?cat=5
If I were in need of a $500 handgun just off the top of my head from the above classifieds there is a guy near me selling a G19, third generation, near new for 500. While I like the G26 better for carry and the G34 better at the range, the G19 would be a good "one size fits all" pistol that could be concealed and used for extended range sessions easily. I would try to come closer to ~450 for a used G19 though.
And I just read you are looking for a .40. The same add indicates the guy is also selling a G23 for 500. Also seems a bit high for me. I don't think it would be difficult to find a police trade in G22 for around 400.

Cheap flare pistol and 100+ rounds? That can be devastating. Screw .380. Ain't nobody gunna sign up to take two of them to the chest.

Of course there are. One of these is only around $330 and mine has been perfectly reliable. No issues whatsoever, and good for concealed carry.

Rock Island Armory 1911. A simply outstanding economical 1911 pistol that is routinely available at about $410 plus tax.
Springfield 1911 G.I. Recently bought one for $400 plus tax. It is a very very good pistol.
Glock 17/22, etc. I very much like the Glock pistol. They can be found new for less than $500 and used for less than that. I've had a 17L, 21 and 22. They have been uniformly excellent in every respect.
These are the three handguns I would suggest for the price range stipulated. There are many other fine handguns in the $500 range. Others will doubtless offer their opinions.

OP, why .40? Why not 9mm?
Most folks want a 9mm or a .45, but I don't see a lot requesting a gun in .40
If it's a .40 you want then it's a S&W Sigma you should get. If you want a Glock, there are USED 22s, 23s and 27s around for under $500. If you plan on carrying this gun, perhaps one of the new single-stack 9mms would suit you more. They are out there....very plentiful and very affordable.

Because that's what my dad wants. We've talked about a S&W SD40VE (Sigma) already and that's probably what he will get. I just wanted a list of other guns under $500 in .40 in case he wasn't satisfied with the SD40VE.

new gen 3's in 9 and 40 are $499 here all day long. got my 17 for $479 + tax.
used $425-$450
