Anything <$400 Hold Candle to Nikon Monarch?

Is there a better scope that can be had for under $400 than the Nikon Monarch 4-16x42 mildot?

I'm looking for a Mil scope specifically. I'm really looking for a Milgap reticle but have been unable to find one in this price range with such a good reputation as the Nikon seems to have.
