Federal agencies shouldn't be the only ones with homeland security industrial complex tools to spy on dissenters. Local police can employ contractors to datamine public and commercial sources "to identify both online and physical world activist leaders and collect information about them". They shouldn't have to worry about "triggering limiting court cases". They should be able to "Avoid the warrant standard" when doing any of the gray to dirty police intelligence work of the civil rights era and decades past. Let's make it all 21st century. Heck, there are probably federal grants to get into it.
