An excellent distinction, Unkle! Of course, working the system CAN be done with such artistry that it gains the admiration of those who would be otherwise offended by the practice of working the system.
An excellent example of this might be the Bonnano crime family, the LEAST prominent of New York's five crime families. Last year, a bunch of the Bonnano bigshots were busted for ... Medicare fraud! They had figured out a wrinkle that even the more prominent families thought was particularly resourceful.

It is with the utmost caution, and full awarness that, by definition, the proposal I am about to put forth likely violates some basic rules in that it is a, hold on, cover your ears, LEGITIMATE method for earning oddles of money.
We all know how effacious the current "airport screening" system is . Why couldn't we start a private company with 90% of the employees being military veterans, disabled and other wise, and replace those " Too Stupid for Arbys" folks?
I am absolutely sure we could create meaningful jobs AND have them done PROFESSIONALLY, without the intrusive "curious George" brand of chimps we have doing it now. Observant combat vets with common sense, could do a lot better better than gorillas with gadgets. We could pay a higher wage for fewer people doing a better job, and we would take our percentage out of what we save the taxpayers, as a "Finders Fee" for "finding common sense"
Discussion?

An American population will NOT accept such disproportionate selection, tagging it as "profiling". The price of this preference is a low-grade watch-man effort examining everyone.

Now there you go,
I steal an idea from another Country
I figure how we can make money off of it
I even show how we could blackmail politicians into giving us tax money for it
and you have to let reality get in the way.
I'm going back to my idea of selling scented water in 1 gallon cans as "Latex-Paint Thinner"

Mix a bit of acetone with that water, so you can prove it's NOT water by a comparison test....3% will do nicely.
Should go for 8 bucks a gallon minimum.
2 bucks worth of cheapo perfume should treat at least 50 gallons, possibly 75.
Biggest expense will be containers, like Mickey D's soda cups.
This advise is from uncle @ no charge, as you have already proven your worthiness to this organization !
Shalom

I was going with 3% ammonia, since it's a base in most latex paint

True, but ammonia stinks (think chicken crap) & the acetone evaporates quicker. This can be shownas a comparison vs. water.
Ammonia evaporates almost as slow as water.....unless you spill it where you don't want it, then it NEVER goes away....

The paint thinner wrinkle is the way to go.
The Dungeon types are responsible for reality injections within the 10-Ring facility. Besides, we don't "blackmail" our targets; we hit them up for "consulting fees".

So the "Bullet proof, Secret Service Chastity Belts" are still a workable plan?

The spec said four MICROfarad, not four FARAD! No wonder things are fouled up; that much capacitance would short out the Borg Collective!
