Unless you know someone "in the know" with regards to a specific position that is willing to give you an informal "heads up," I don't know.

Military bases

Each one has a civilian personnel office or a human resources office.
You may have to do a web search on each one that you are interested in, go to their web page and look for their personnel office. Some you may have to call. Others have a reagional office but unannounced jobs will be listed at the small offices.Also on the OPM website DEU jobs are mostly recuited locaily JDT
