According to Exective Order (EO) No. 164, series of 1999
http://ffforum.50webs.com/1999_eo_164.html

"...SECTION 2. Subject to applicable laws and such rules
and regulations as the Philippine National Police may issue,
every bona fide gun club member, provided he or she possesses
none of the disqualifications provided by law, may apply for
the issuance of licenses to possess shooting units up to, but not
to exceed, .45 caliber for side arms, and 5.56 and 7.62 for
Semi-Auto Competition Rifles; Provided that no such bona fide
gun club member shall possess at any time more than 15 units
sidearms and 6 units rifles and 5,000 rounds of ammunition therefor,
and Provided further that fully-automatic models shall not be so
licensed."

In short, if you're a gun club member:
15 sidearms, 6 rifles, 5,000 cartridges max,
subject to the judgement of PNP-FED, which issues licenses.

Cheers.

You have not reach your quota based on horge's post.
What are you doing at home right now? Go out and buy more.

Okay ang maraming gamit. I have 6 short arms and 2 long ones. The problem comes when license renewal time comes around, medyo magastos. Same thing with PTC. There was a time gusto ko lahat may PTC. No that I've sobered up, one or two na lang every year ang may PTC. PTT na lang yung iba.

Acquiring any handgun exceeding 9mm/.38 caliber prerequires
gun club membership anyway.

A "PTT" shouldn't cost you much more than P500, and is good for 3 mos.
It allows you to transport an unloaded firearm, stored in a separate
compartment of the vehicle, from that holding the ammunition
therefor, between your residence and your gun club, allowing a
deviation of route by only 2 km. Your gunclub will apply
for this on your behalf, and get it well within a week, unless
there's a gunban on.

A "PTC" shouldn't cost you more than P5000, and is good for 1 year,
but 'hidden' fees and whatnot can pump up its landed cost to
12,000 or even 19,000 depending on who you're talking to, and what
time of the year it is. IIRC, It allows you to carry a loaded sidearm
concealed, on your person, anywhere except places where alcohol is
served, private property, and 'commercial establishments'...which
doesn't leave you with much coverage, outside your vehicle.

Maybe others can correct any errors in what I've posted.

If you're not remiss in your duty to support yourself, fanmily, and
less fortunate folks (under, say, the precepts of Christian charity);
and you STILL have money left over for firearms, then have at it.

Try to be worthy of your firearm(s), though.
Be safe, be sure of aim, and be situationally-aware.

1. A firearm without a current license has virtully no
legal status. There's a shyteload of laws prescribing
very interesting penalties for that, and I guarantee
you want no part of any of them.

2. Like I just said, you need to be a gun club member
to be issued a license for a handgun over 9mm or .38 cal.
That .45 cal. handgun you want to buy falls under that
description.

Hi 3kings
E.O. 164, s. 1999 was indeed the E.O. issued to make the World Shoot
workable, but since it has not been repealed, it remains in effect.
Its wording was clearly aimed at helping shooting sports in general,
for many years after the World Shoot. Prior to this E.O.'s issuance,
Filipino private citizens were limited to:
one (1) handgun not to exceed 9mm/.38 cal. and
one (1) rifle not to exceed .22 LR or a shotgun up to 12 ga.

...by reason of G.O. 7-B (also known as G.O. 22) of 1973.
http://ffforum.50webs.com/1973_go_7b.html
---
{{{warning: rant follows}}}

In fact...
A subsequent Executive Order broadened the options available to
private Filipino consumers to a stunning degree, but this has
studiously been ignored by PNP-FED.

E.O. 194, s. 2000
http://ffforum.50webs.com/2000_eo_194.html
Not only repeals G.O. 7-B and its Martial Law siblings, but
specifies that Filipino citizens should thence be able to own
ANY type of firearm, short of crew-served weapons (think, howitzers),
light anti-tank weapons (LAWs), light machine guns, antitank or
antipersonnel recoilless rifles, bazookas, et cetera.

Full auto battle rifles would have thus been allowed.
This E.O. was supposedly the brainchild of then Exec. Sec. Zamora
under the Estrada Administration, and is based on the principle of
allowing the public to help fight crime.

'Owever, government rarely wants to SHARE real power with citizenry,
who are too often viewed as peasant subjects, rather than as the
government's employers. More to the point, giving the citizenry
true power beyond the ballot would threaten government's ability to
pillage the Treasury and trample our rights with impunity.

Unarmed, we've shown we can overthrow governments, right?
Imagine what armed Filipinos can do to ensure their government
stays honest, competent and efficient? Only a dishonest, incompetent,
inefficient government needs fear a citizenry armed. Takot lang nila.

Right now, only those in government and their rich-boy/sportsmen
friends are allowed to own high powered arms, under some special
exemption or other (indeed, E.O. 164 was fruit of the same tree).

Still, as amply shown in the recent past,
Kapag puno na ang salop...
