I have a quick question for the frequent traders. Being in the Lexington area, I come in contact with people in Cinci/Dayton, OH and Greater Louisville, IN,and many times I may talk to someone just barely out of state with a tempting trade offer or item for sale. So I'm wondering if an out-of-state resident can hand-deliver a firearm to a KY FFL, or if he/she has to ship it?
A recent example...I found a pistol I had been looking for everywhere, and it happened to be in the hands of an IN resident who lives about a half hour north of LOU. We both wanted to do a FTF, but we ended up shipping the pistol. By the time he payed the Paypal fees, I payed FFL fees, and we split shipping, our fair deal ended up costing us both way too much.
In that situation, can an Indiana resident cross the border and meet me at an FFL in Louisville to make the deal legal, or would the seller actually have to ship the pistol to the FFL who is only a few miles down the road, but happens to be in another state 'cuz a river lays between them? From reading the rules on the ATF website, it appears it MUST be shipped, but that rule, as written, seems more directed at FFLs operating outside their home state.
