17 Day Turn Around for CHL Renewal

Application sent in April 14th, and checked on website today and it showed Application Completed - License Issued or Certificate Active. Thats 17 days from the day I sent it in.

That's a whole six weeks before my birthday, does anyone know if I have to send my old CHL in if I recieve the new one before the old one expires?
