Best way to build a website

I am interested in learning how to build websites and need some insight into what would be the best software/program to use.

I would put myself on a scale of 1-10 of basic computer knowledge at about a 6. I would like to keep the cost under $300 for the program, but I am willing to spend a little money to learn something that will be around for a while (next 3-5 years).

I'm open to suggestions.
