My late wife Martha once lost her permit. We went to the courthouse and filed paperwork for a replacement, than went back in a week and picked it up. Expiration date will remain the same. I get mine sealed in plastic at Kinko's.
When my wife and I picked ours up at Spotsylvania Court House, they laminated them for us.
