For CA, PPT is a face to face transaction.
Out of state firearms must be sent to a CA FFL for the transaction to be legal. Therefore, handguns bought out of state need to be on the CA "approved" list.
Non-approved handguns are introduced into CA via two methods.
1) LE buys them and resells them "used" to the public via PPT. LE is exempt from the "approved" list.
2) Someone moving into CA brings them, when they relocate to CA as a resident. That person then registers the handgun(s) with CA DOJ and/or sells them to the public via PPT.
