Dead UPS - Still a good surge protector?

I've had a couple of those APC ES-350VA $35 Staples/Office Depot specials burn out on me completely. They're about 2-3 years old and will no longer support even a clock radio or lamp during a simulated power failure. My guess is that the dirty power here killed them off pretty quickly.

Question is, will they still be effective as surge protectors even though the batteries are either dead or are not being switched on?

Most UPS’s have multiple sets of outlets, some of the outlets are battery backed and the others are merely surge protected. I’m pretty sure that I read that an APC UPS with dead batteries can supply line filtering and over-voltage protection services, check the manual for your model.
